From GameWatcher: “The Division 2’s rather egregious turret disappearance bug was more widespread than we first thought – the issue affected virtually every deployable and skill ingame, and an express fix is coming in fast.
The Division 2 skill fix is apparently at the very top of Ubisoft’s list of upcoming game fixes, and the dev-team is working around the clock to try and resolve the problem as soon as possible.”
